winning by most viewed not the best video

Winning the contest by the most views is not going to reward the most well made or creative video.
Is that the only criteria to win?
Many people will view from the top of the list and stop. I watched the last video in the current contest and it was far superior to the video at the top of the list.
How can this voting system promote the best videos?

This is the reason why we do a Video Phase and a Most Viewed Phase as separate Phases. In the Video Phase, Judges select what they think are best videos and the creators get paid. In the Most Viewed Phase, the creator of whichever video gets seen the most times gets paid. Since these two phases are based on two separate sets of criteria they appeal and reward separate skill sets. While the former rewards the most skilled video creators, the latter rewards the best marketers and people who have vast online networks that they can promote their videos to.
