Can anyone recommend a great, and ideally low cost/free, stock footage site for videos and photos that fall within the Tongal Official Rules? Thanks!

I think unfortunately stock footage is prohibited from most projects. But as far as a good deal on stock video, I'd highly recommend videoblocks.com You can't beat their unlimited downloads for 150/year if you do a lot of video work.
