Does a pitch have to be based on an idea?

Hello, I'm new to Tongal and I'm not sure if this is a project specific related question or a general question, but I was interested in submitting a pitch to Johnson and Johnson for the Clean Clear & Confident project, and under the pitch phase it says
" Submit your Pitch convincing the sponsor why you should be selected to execute a video based on one of the winning Ideas using...."

Does that mean I must use a winning idea or was that a suggestion but I could submit a pitch with my own idea?

Will, The pitches should be submitted based on the winning ideas. If you have your own idea or pitch, you wait until the video phase opens, then submit a video based on your own, that's called a wildcard video. Note though that winning pitches are guaranteed a winning video slot.

why is that always people who have won before in previous contests keep winning again and again? are they more talented, maybe, but, i don't see it and not always. there are a few submission who are genuinely good but not all. why the title of the bra naming project is being withheld from us?
