Can pitch categories fill up?

When choosing base idea for a pitch, a few ideas are listed under "Already based on" with percentages such as 33% and 66%.
Question is if the categories fill up so that certain ideas are closed to pitches?

Hi Delaney -- No, they don't fill up. That's just to show you what percentage of the submissions are based on the different ideas.

Is there any way I can work on an idea or a pitch and then save it without having to submit it? That would be nice so I could come back to it and massage it before submitting.
