Just a guess on how it may work.
The submission list a client reviews is not in random order - it is sorted by rank. Tongalers higher in the rankings have their submissions reviewed first. This ensures quality submissions are seen early on - a time saver, so to speak.
By virtue of this system, past winners have an edge in future competitions. Being lower in the rankings lessens ones chances - a client is not obligated to review each and every idea, and an idea similar to yours will win out if it appears at the top of the list.
The takeaway? Be an active Tongaler and accumulate ideation points. Be patient. And of course, have good and original ideas.
