How do the releases for the actors work? do they sign those to us filmmakers or to TONGAL or SCOPE? is there a template for that?

Hi, I am new to Tongal. Just want to know f the videos can be all CG based or not. I mean is it possible to create something without using live actors.It may sound stupid but I could not get a clue looking at Tongal videos on it's Youtube channel.

Is there an exact TRT for the spot? either 30 or 60 secs? or can it be ANYWHERE in between. 33 secs, 47 secs etc.?
