Do I have to make a pitch to make a video

I was wondering whether I need to submit a pitch if I wanted to make a video?

    Iain, for which project are you referring to? If there are wildcards or if it is open, go for it! If you win the pitch it guarantees you a small budget and place in winners pool but most projects allow for wildcards as well meaning u can still submit and win. Thanks for asking and participating!
